Spout adaptors on portable petrol containers are not a legal requirement
The HSE wish us to clarify that spout adaptors on portable petrol containers are not a legal requirement.

To clear up any confusion on the matter the HSE has produced supporting guidance to the new regulations here and here.

And here is their guidance which specifically relates to portable petrol storage containers, where you will find information on spout adaptors on page two
